asp文件一打开，头部就有乱码，导致文件不能用

真是困扰啊，

头部总有乱码，用editplus,dreamweaver打开，也都是头部乱码
求教应该怎么打开，才不会乱码呢？
ps:末尾好像有xhtml，但不知道是什么意思
